EXPRESS PAY + FLEX INTRODUCTION
Express Pay
Express Pay provides a seamless, contactless way to pay for parking at PARCS-controlled facilities. To initiate Express Pay, drivers scan a displayed QR code, leading them through a web-based sign-up process.
After creating a ParkWhiz account and saving a credit card, the driver’s license plate becomes the user's credential, allowing for automatic payment upon exit.
During enrollment, users can choose between:

Once enrolled, a digital ticket is provided with the following details:
The driver exits the parking facility and the credit card on file will be charged for the parking duration. | ![]() |
For returning Express Pay users enrolled in Auto Pay, the gates will automatically open when their registered license plate is recognized—no need to stop or scan. Upon entry, drivers will also receive an automatic text message confirming their session has started, along with a link to view their digital parking ticket. If a driver has used Express Pay before but didn’t enroll in Auto Pay, they can easily start a new session by scanning any displayed Express Pay QR code—their information is already saved for a quick, hassle-free experience. | ![]() |
All payments processed through the Express Pay platform are subject to digital payment fees, which are passed on to the driver. This ensures that the payment process remains seamless while covering the costs associated with digital transactions.
New Driver Experience: Powered by Flash Innovation
The Express Pay experience is powered by a dynamic integration of four innovative Flash technologies:

- PARCS: Parkonect (Flash PARCS expected 2025!)
- LPR: Vision
- Digital Payments: ParkWhiz
- Compliance: Flash Enforcement
These combined technologies create a robust and seamless parking solution for both drivers and operators, enhancing convenience, security, and efficiency.
FlexMode
As the parking industry moves toward a more seamless driver experience, many customers are seeking gateless solutions that don’t compromise revenue. While some providers remove gates entirely and rely solely on enforcement, Flash offers a more flexible approach. With adjustable gate operating modes and the convenience of Express Pay, you can streamline the driver experience while keeping gates in place to ensure secure, reliable revenue collection. Express Pay allows drivers to pay quickly and exit smoothly—enhancing efficiency without compromising control.
Operating Modes
The Flex Operating Modes allow operators to control access, leakage, and security with adaptable modes.
- Operating Modes are set in the Parkonect Admin portal (under Garage Settings) to control the gates' up/down flow for the garage.
- The operating mode can be set manually or on an automatic schedule.
The gates will remain in a down position for ALL MODES. In Hybrid and Free Flow, the gate will auto vend for all drivers based on a successful LPR license plate capture.
Full Control Mode
In Full Control mode, the gates remain down, ensuring there is no compromise on security and all revenue is captured with the gates down during both entry and exit. This mode requires drivers to interact with the kiosk if they are not a registered Express Pay user enrolled into auto-pay. Users are not required to use Express Pay for payment and can continue to use an exit kiosk or POF to complete payment.
Hybrid Mode
Hybrid mode offers a seamless experience at entry which enables rapid driver intake while still ensuring revenue capture with gates down on exit. The gate will auto-vend on entry for all drivers once LPR captures a successful plate read. This allows for the amount due to be presented on the Exit kiosk screen if the user did not use Express Pay for payment.
Free Flow Mode
The Free Flow mode provides the drive-in-drive-out experience, and Flash Enforcement is there to back up for any non-payments. The gates will auto-vend on entry and exit after a successful plate read via LPR. All drivers should be using Express Pay to complete pay, any non-paid sessions will be collected via Flash Enforcement.
